She did notice it. She says there's something different about it. She also notices the Saidin from Flinn's ward on Rand's wound...
Graendal's TP POV indicates that only the individual who wove the TP weave could see them.
Who said Elayne would see it? I'm saying she would sense it, like Nynaeve was able to sense the taint-compulsion. We know from when she tested the Dream ring that Elayne does something like delving to the ter'angreal she tries to copy, and this lets her even see the molecular structure of the stuff. I think that's when she's fell any TP in the ter'angreal.
Nynaeve did not sense the male compulsion she comments that what is on Ramshalan is not the same as what was on the kid in Bandar Eban. Egwene noticed and correctly figured out that there were weaves of saidin on the wards around Callandor ... But what she senses is that there are gaps in a singular weaving. Nynaeve neither mentions nor tries to heal what Aran'gar placed on Ramshalan.
Even Aran'gar didn't sense the TP weaves Graendal wove until they actually touched her. Elayne would be unable to sense anything TP related.
