Can't you just imagine what the possibilities are? What if you disrupted a Gate? Could you disrupt balefire? How would that affect the weave if you couldn't "counter" it entirely? Would you die but could your soul be retrieved? Obviously it's not an incredibly strong ter'angreal, but it's interesting to think about at least.
I never thought of it from this angle. I wonder if this might be what is happening around Ebou Dar. The Ter'Angreal seems to fuzz the weaves nearby, when being operated. As for the Gate I would not atempt to go through if it was quivering. Balefire would be tricky, I think that it would hit the "disruption", destory it before it was made, or it is changed somehow... hmm?
Come to think of it, I wonder what sort of effect balefire would have on Mat. And have we seen him (or the Medallion) go through a Gate? I'm sure it's possible, but it's fun to think about such a limitation!

I think Mat has been though a few Gateways, like when he went to Salidar. I can only assume that Balefire would be ineffective, but not sure. Funny but Balefire saved him twice, I think, the Dark Hounds and Ravin.
