There's generally two trains of thought on this:
The answer might be combination of the two as well--RJ might have realized the discontinuity, and from then on decided that's how True Power Traveling would look.
- This was one of the earliest scenes written for the WoT, and RJ simply hadn't fleshed out everything--he later changed Traveling to be more in tune to his well-defined OP mechanism.
- This is the only time we really see Ishamael Travel with the True Power from a perspective other than his own (if I recall, in another scene as Moridin, it simply says "he Traveled". Traveling with the True Power is different from travelling with the OP, and this is how it looks.
