As the Wise Ones see it the whole of Randland is obligated to follow Rand to the Last Battle but the Aes Sedai actively work against him, even stooping so low as to kidnap him and force him to work for them.
To the Aiel this comes as the worst possible insult. the Aes Sedai stole their leader, the person they have a huge amount of Toh towards, all because Aes Sedai do not want to admit to their obligations.
Rand giving the Aes Sedai who survived Dumai's Wells over to the Wise Ones is quite possibly the smartest thing he's done. To the Wise Ones and Aiel as a whole, these women need to be taught that they have to follow Rand. They tried to dodge their obligations and the Wise Ones are making damn sure that they know it. the Aes Sedai however see it as the other way round, that the world is obligated to follow the White Tower and the Amyrillin. It all makes for a fascinating culture clash in which you have to hope the Aiel win.
