Egwene was there when Rand revealed to the whole Aiel convention in tSR that they followed the Way and were sworn in Covenant to the Aes Sedai. And the one time someone mentioned subjugating Aiel was like the one time Egwene lost control of her temper in the past four books. So I think the author(s) have made it abundantly clear this isn't happening the way you're envisaging it.

What MIGHT happen is that Egwene and Aviendha may think up of a way for the Aiel to be some kind of moral compass for the Aes Sedai. Maybe the Aes Sedai will make a covenant to, you know, actually help people, and the Aiel will be their guides and enforcers of sorts, which seems to be what they did before anyway. That keeps them away from war and gives them purpose. It requires their great courage since they would essentially be working with channelers all the time. Egwene's thoughts on the Wise One's better leadership abilities does point to something like this happening.
