You could as easily divide and scatter the Aiel across the world, and that would solve the problem by making each group effectively as powerless as your remnant.

I mean, they could reunite with Traveling, obviously, but they're Aiel, they wouldn't do it if honour-bound.

I'm just not sure that this is actually the best (or sanest) solution to the problem.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
