I mean, we don't know his Final Plan, but the whole "tell everyone I'm going to break the seals" thing does show he knows Egwene well enough to know that not only would she not trust him, but that she would be so sure she knew best that she would gather all the leaders of the world to tell him so.
It's the same trick Egwene pulled to get the Salidar leaders to march on Tar Valon - bait them, trick them and play to their insecurities and need to be seen as proactive and powerful, and get them moving to do one thing, before hijacking them at the end.
