I think she's reached a level of contentment with her new status, and has found the benefits that she can exploit to her and Egwene's benefit. I think she'd hesitate to give up those benefits, even for more Power. I don't think the latter matters to her as much anymore.
Siuan and Leane would quickly rationalize that as Stronger AS they are of more use to the Tower
