Making Ter'angreal may not be the same as making angreal etc. The guide and other sources tell us that ter'angreal were quite common as most of the AoL infastructure was powered by the One Power and as such most of the machines were effectivly ter'angreal. Angreal and Sa'angreal were considered more rare so its not too much of a stretch to say that it took a lot more effort and resources to make them.
Secondly you mention Cuendillar being made relativly easily by the current generation of Aes Sedai. Just because its easy to make is not the same as it being a good idea to make them. No one among the current AS have raised the issue of is there any long term consequences to making lots and lots of Cuendillar?
I have always wondered if in making heartstone the channeler takes some of the OP and locks it up in the object created. How else could it be virtually indestructible unless the OP is constantly renewing it. If that were to be right making too many items could weaken the amount of OP available for Channelers to access not to mention effecting the turning of the wheel.
The way I see it both sides probably started off with a lot of cool toys but as RJ said the ability to travel left large aress devistated as there were not fixed battle lines. The infastructure to make cool items like shock lances broke down and they became harder and harder to make. Those already is existance could be damanged or destroyed in battle and it was harder and harder to replace them. The same could go for angreal & Sa'angreal so that by the time of the Strike having angreal was very important as there would not be enough to go around.
The forsaken being the forsaken probably meant that they all had angreal but they would have to give some to their soliders as well to offset those used by LTT's forces.
I don't think pride would come into it or admiting weakness by wearing openly angreal. The way I see it the Forsaken would flaunt their respective firepower to keep enemies/rivals at bay but from what we know of the DO he could well have ordered no angreal near SG.
