I agree that it's very unlikely for such a character to emerge and have a big role. I'm not saying that there will be such a character. Still, I think there's room for a minor character to emerge for half a chapter towards the end as a random rescue from a vacuole. After all, in this series, this is what happened to Mattin Stepaneos, and also to king Alsalam.
Likely not, but the phrasing seems very awkward if this is not a foreshadowing.

Almost the entirety of Rand in this book is underscored with the fact that he has internalized Lews Therin Telamon into his psyche. He's not Rand al'Thor with LTT in his head, and he's not LTT trying to take over Rand's body. He's just... The Dragon.
I think Rand, (and Sanderson), were going out of their way to emphasize this point. In the past, Rand would accidentally say something like "Oh yeah, I remember when Graendal first turned, we were all like 'what a bitch,'" and it would freak everyone out.
Now he's doing it to... well, maybe make a point. He IS the Dragon Reborn, he remembers that stuff, and it's potentially one of the most useful assets the Light has.
Also, a random male Aes Sedai suddenly emerging from a stasis box would be wayyyyyyyyyyyyyyy too fanfic-y. It'd be kind of interesting- someone who remembered the AoL that wasn't evil or kind of insane, who knew LTT and the Forsaken before everything happened, and so on. It could be a good fanfic, but definitely a fanfic at this point in the story- that's just not how Wheel of Time (the series) works, I think.
Another AoL Aes Sedai?

It's very possible that Rand only has access to his memories because of the Taint *NM*

It's not really awkward; it's just a conversational trope that you've overscrutinized.
