So as not to be dismissive, and to be a little more realistic, RJ might've had a tough fight making Tor accept one massive volume.
So let's assume he couldn't exert the kind of pressure needed to get his way. I think the smartest/safest move would have been to release a few smaller books - "just" 300 pages to set things up; then the massive tome containing about half of (what we know as) ToM and all of AMoL would be the final result. RJ might've been able to accept that.
In truth, the only reason I suggest the above - and not believe RJ's will and influence would be sufficient - is the obvious issue that he didn't have the whole thing written out. Releasing 250-300 page novels (the size of any of the 4 Tolkien books) would keep fan morale and anticipation going while allowing him to complete the fat volume that would still live up to his intended structure and pace.
