Technically they were not under the Wise One's authority as the Aiel treated them as if their toh had been met where as the captured Aes Sedai who were apprenticed were still working their way towards getting respect again.
You're mistaken about the details.
Shashalle and the others captured at Dumai's Wells are all apprenticed to the WO and considered under their authority.
The difference between those stilled and those not stilled is that the WO have not made the latter dat'sang or near da'tsang at first, despised ones, but went on right away to accept them as full "apprentices" and treating them as such. They considered that part of their toh met by being stilled, while the others went through a lot more duress. Sworn or not sworn to Rand, the WO still consider those women under their supervision. Sashalle just happens to be one one of those who've gained the WO's respect as an "apprentice", thus the freedom (and before they left, the support of the WO which so annoyed Samitsu) she enjoys in Cairhien.
Samitsu, of course, is a follower of Cadsuane, with no ties to the WO.
