It's not "I am a Pope, and I am also a Bishop"; the Pope is the Bishop of Rome.
You are getting confused.
Let's recap:
• you are not required to already be a Bishop before being elected Pope
• if you are already a Bishop (somewhere else), fine
• if you are not, you first receive a quick ceremony to become Bishop, then you are proclaimed Pope (i.e. Bishop of Rome)
Moreover, if you were just an ordinary man (every catholic can be elected Pope), you would also recieve similar treatments to become priest first.
So, yes, this is *exactly* what happened with the Amyrlin.
