We currently know they do 2 things that are somewhat related:
1. Prevent gateways from forming within the area of effect.
2. Prevent TAR jumping across the spherical boundary of it's effect in TAR.
It's also quite possible that a dreamspike was in Rhuidean. Mat sees something when he enters the fog dome with Rand that sounds similar to what we see in ToM.
Rhuidean was also un-enterable via TAR and iirc, the forsaken couldn't gate into the dome.
So we can maybe guess that dreamspikes can be placed either in the real world or in TAR. A dome appears wherever the spike is placed.
That's just conjecture, of course.
To get back to the subject of the post, ToM, CHAPTER: 5 - Writings we have this exchange between Graendal and Moridin:
"So many different ways" implies more than two, I would say. So, what else?
Note: The statement could just mean it could be useful is many different strategies rather than effects but i find the other question far more interesting.
