How about Queen of Cairhein?
Moiraine would be acceptable to the Cairheiniens. She from Cairhein, and a member of House Damodred one the most influencial Houses in Carhein. She is not an 18 year old newly crowned Queen from Andor who as far as I recall has never set foot in Cairhein. With Rand's backing Moiraine would not face much opposition from the Cairheinien hierarchy.
Moiraine would be acceptable to Rand. I think Moiraine earned a little trust from Rand. Moiraine has left no doubt to anyone including Rand that her mission in life was to help Rand get to and win Tarmon Gai'don. Rand is systematically getting the territory under his control. Darlin who is loyal to Rand is King of Tear, Elayne who is loyal to Rand is in control of Andor, Moiraine who is loyal to Rand would be in control of Cairhein. All of who can now start to recruit and organize the immense forces necesary for Tarmon Gai'don.
Moiraine would be acceptable to the Aes Sedai. The Aes Sedai already were planning on putting Moiraine on the Cairheinied throne. Moiraine is a hero at least to the SAS. Once Moiraine returns and is healed by Damer she will be strong in the One Power. With Moraine there will be two queens who are Aes Sedai.
As Queen of Cairhein, Moiraine, who have power base that would allow her to deal with Egwene.
