Verin told Siuan that Nynaeve was as strong as any woman in the Tower at the beginning of TDR. That obviously alludes to Moiraine's strength considering everyone thinks that Cadsuane is dead. In the same chapter she says that both Egwene and Nynaeve are as strong as any of the Black Ajah who escaped, and Liandrin is the strongest. Nynaeve is thus as strong as Moiraine, and Egwene is stronger than Liandrin.

Its only a book later that Egwene reaches this level and surpasses Moiraine. At the beginning of FoH Egwene is stronger than Amys and Melaine, making her much more powerful than Moiraine, but by this stage Nynaeve is already as strong as Moghedien, and far past even Egwene's end potential.

Egwene has thus never been close to Nynaeve's potential.
