One more reason to just ban black cloaks, then.
I think the reasons they instead instruct to show the face are:
• more easily enforced/accepted (if someone didn't know and had a black cloak? You just send him away / force him to wear no cloak at all? Nonsense)
• if your enemy is stupid, still don't assume he will be (i.e. even if the shadow guys refuse to use any camouflage, it would be dangerous to assume they won't start doing it sooner or later, and a law such as this one would be an open invitation to do that)

It's much easier to recognize a face without eyes, than to distinguish black cloaks vs dark cloaks.

Any dark colored cloak is going to look black at night, better to just ban em *NM*
