in the earlier books, it states that all the streets are well lit and citizens (and visitors i guess) are instructed not to wear their hoods up in case they're mistaken for myrddraals. but don't myddraals only wear black cloaks? so why not just ban black cloaks and people can wear their hood up if they like, without being ran through when it's raining.
which leads me to another question, will we ever see a myrddraal in disguise, maybe in some tinker clothes? the black armour and stuff is cool, but how have they not thought that they might be less recognisable in something different?

It's much easier to recognize a face without eyes, than to distinguish black cloaks vs dark cloaks.
