There is a quote from Tuon's bodyguard come dresser who said that there would have to be proof of a crime for official action to be taken, even against property.

One thing to remember is that there is a difference from being equal before the law as far as the state goes and having the status of proeprty. Equal before the law means that the guilt of property has to be proved for them to be convicted of a crime and punished by the state i.e. the Throne.

It does not mean that their owner can't decide to have them strapped or maimed or simply killed.
