He is ta'veren, part of the reason he goes to the Eye with Rand and Perrin. Moiraine recognizes them all three as ta'veren. Early in the Dragon Reborn as Egwene and co. approach Tar Valon, there is comments about his luck at dice, or dissaproving about his gambling.
His ta'veren luck really manifests fully in Tar Valon as the Pattern pretty much forces him to Tear to be there in time for the fall of the Stone.

yeah, i suppose his 100% winning streak was because he needed to get a head start on funds? he would never have met up with thom otherwise, as he'd have just gambled enough for passage on a ship instead of staying around so long he'd be attacked and then rest in that last inn to catch his breath.
his departure from tar valon has always been kind of fuzzy to me. i'm cross posting a bit here, but i've always wondered what exactly unlocked his statistics shattering luck.
Key to the final battle is in Matt's first "Lucky" incident.
