I like Water weaves so I have a pretty good memory for who used those types of effects. Not many channelers have, so this is a lot easier than it sounds.

We also know that the Rebel Aes Sedai had issues disrupting the supply lines into Tar Valon during their siege because the Sisters sent to escort supplies in manipulated Water to create intense flurries of snow to obscure the area. Given their overall lack of skill with weather manipulation, the implication is that they used a weave which generated snowflakes in the area or directed the already falling snow into localized gusts.
