The soul of the Dragon is what keeps the DO outside of creation. The AoL folks were able to drill the Bore because there was a thinness in the Pattern. The thinness was created by the Dragon being removed and being Reborn. Thus in order to really seal it properly again the soul must be replaced.

Which means that Rand, and I guess many of us, have misinterpreted the "to live you must die" answer. It doesn't mean he's going to live again as Rand al'Thor, it just means that to ensure continued rebirth he must die.


And to extrapolate further, I'd say the cyclical rebirth of the Dragon is designed to allow for the reaffirmation of existence.
