The entire thing with the Dreamspike seems to imply that they're going to convert everyone, now, and they don't want interruptions until it's done.
And as to Joel's comment about Rand having not figured it out yet.....I think the jury is still out on that one. Rand is aware of Dreamspikes by his comments, and implies that he is more than well aware of the hazardous situation at the BT. I don't think it a stretch that he would conclude something along the lines of coerced conversion given what he now knows.
There's a very good reason he's avoided the BT to this point as uber-Rand, 'cuz he knows it's a boiling kettle that would explode if he presented himself.
