We can be almost certain the note was written in honesty by Fel. The closing comment "Don't bring girl next time. Too pretty." is very distinctive. It was something only Fel could have said and understood.
And there was no one spying on Rand's meetings with Fel? The fact that they killed him just when he likely figured out something important speaks to the contrary...
