When a man and a woman are linked are they able to roughly gauge each others strength in the power? And does strength factor into who takes control of the link at all when it is between a man and a women?

There's no indication of whether a linked m/f pair can feel each other's strength. We've only seen this twice, iirc, and both times the male (at least) had a super-angreal.
Strength doesn't matter. Men need women to link, and must give up control if it's between one man and one woman. I can't remember all the mechanics when the numbers change.
It looks like the Song the Tinkers want is the one from the AoL. It looks like you need Aiel men, Ogier, and Nym to do the singing. Honestly, Nym themselves seem to grow stuff just fine. With the Nym gone, it looks like there isn't another way. I'm hoping that (a) there's another one alive, (b) they find a machine to make Nym, or (c) the last act of the Green Man was to "plant his own offspring," so to speak, and that it'll come back into play soon.
