It is one thing to ambush her with prepared wards after drawing her into a trap. It is quite another when your trap has failed and you have to face her strength directly, one on one. Hence Egwene's acknowledgement:

That was Katerine. This happens after Mesaana sends Katerine as a decoy. So, unless you think Katerine is so strong that her blast of fire makes Egwene think she wouldn't dare face her, then you have to accept that Egwene is going by her previous confrontation with Mesaana, where she saw that Mesaana was no lightweight in TAR.
It is really amusing that the one quote you can find in support of your statement is when Egwene was actually talking about Katerine! Says something about your interpretative skills.
Egwene is referring to Mesaana. She only discovers the disguise AFTER she kills Katerine. Really...
