This was mentioned in the early books, along with Sniffers and the like. They're signs of the new age coming, they don't belong in the Third Age, nor in the Age of Legends, I think. So yes, the number of new Wolfsiblings wouldn't be too surprising.
Just like the amazing amounts of talents in Channeling that cropped up along the series. Every talent is needed to defeat the DO. But after the Last Battle is through they'll disappear again in favor of technology.
Wasn't dreaming and wolfbrothering the central talent of the age before the age of legend, aka the 1st age?
