What I mean to suggest is that a stronger channeler will get more value from a Circle, angreal or Link because they will be more likely to be skilled using weaves involving stronger flows. A weaker channeler would only be familiar with the weaves and techniques they were able to practice. So Morgase holding Callandor might only be skilled enough to create gigantic blasts of fire or wind (relatively straightforward attacks), whereas Rand, Egwene, Nynaeve or Damer would be familiar with creating balefire and more advanced weaves that a weaker channeler would be unable to normally create.
Of course if properly trained in the use of a Circle, any channeler could learn to use more powerful techniques but then I think of the differences between saidin and saidar and whether a Leader of a Circle would need to use an opposing force to accomplish something the other sex can do. Basically would increased strength be able to circumvent a weakness of the alternate force. For example, we are told that women can make longer bridges of air despite generally being able to wield less of the One Power than men, yet men are usually depicted as being able to lift things and people into the air higher than women. Would the increased strength lent by an angreal or a Circle enable a woman to lift someone very high with saidar or would she need to switch to saidin or a weave using both? Would a woman Leading a Circle be able to use saidin to absorb heat into herself as men are able to do?
