He really should have done something about the BT, there certainly seemed to be time to do something. Rand kept talking about having so little time, but he did not really seem to do all that much in this book in the end. I certainly hope he has lots of plans in place that happened offscreen and which we will learn in the final book, or I will be majorly disappointed.
That is most likely because it's Logain who was meant to do something about it ie Min's visions of glory for Logain.
I believe Logain will become the Black Tower's Tamyrlin.
