In order to unite Andor and Cairihien Elayne strips her rebel nobles of their titles and lands and swaps them around with some Cairihien nobles. The Andorans nobles will have Cairihienin lands and the Cairihienin will have Andoran lands.
This is supposed to be a brilliant plan but it's actually pretty stupid.
Tarmon Gaidon is about to happen and the nobles are supposed to lead armies in the Light's defense. But how well can newly appointed strangers lead the people under their care? The answer is poorly. They do not have each others' loyalty and do not know their strengths, weaknesses and customs.
This could work in a time of peace but this isn't such a time.
Also, isn't the punishment to harsh for their crimes?
There's an assumption that one piece of land is as good as another, one leader interchangeable with a different one, that there are no attachments or loyalties which is patently untrue.
