Here's an ordered list of where I think he is (alias or not).
1. With the Shadow Aiel we saw at the end of ToM. I think this makes the most sense of all. They are the deadliest fighting force in Randland bar none (arguably a damane-heavy Seanchan army is stronger, but even then they probably require greater numbers).
2. In Murandy. I dislike this option because I don't see why he would use Talmanes and the Red Hand to control the country when he could just compel people. Murandy might be one of his proxies though.
3. Shara. But given that Graendal was likely there, I don't think that Demandred is.
4. Sea Folk. But given Egwene's meeting with the Windfinders, I'm doubting this.
5. Isle of Madness. It's a bit of a long shot with little to no supporting evidence. He could be training the men sent there and sending them forward to Taim for Asha'man-ization though.
6. Black Tower - I doubt it, given that he isn't Taim.
7. I'm almost certain he isn't in the Blight, otherwise it would make no sense for him to say "My rule is secure".
8. There's still a tiny chance he's with the Borderlanders. Their stated motives just don't seem sufficient for leaving the Blight (leaving it in the hands of Darkfriends no less). However, that riddle sounds like it came from Demandred's mouth.
9. My final, possibly crazy theory is that Demandred has been impersonating Rand around the place, duping armies and creating chaos. I'd bet against Mat that he did that with Masema, and also something similar with Asunawa. He could very easily mess with the Sea Folk (remember, they own land near Caemlyn and it's just been invaded - perhaps not only by Waygate. Could they have sailed a force in?). This would also explain how he could create the Shadow Aiel (i.e. by impersonating the Car'a'carn). He could easily be responsible for the Trollocs that attacked Tylee as well - few of the other Forsaken had the means or motive, but he would have had info on her from Masema.
(9) might be crazy, but I'm leaning towards it. It would suit Demandred's personal hatreds very well if he could abuse and sabotage the Dragon's image.
