I personally liked Rand vs. Rahvin.
So primal and pure, with Rand truly MOTIVATED to win no matter what, in a way we've never seen before or since. I almost pitied Rahvin, would've if he weren't such filth, because you knew from the start the stakes, and thus the motivations, were very uneven. Rand fought to "avenge what cannot be defended" while Rahvin fought for mere survival. Rahvin ran for his life, but Rand didn't CARE if he lived, so long as Rahvin died.
Honorbound and honored to be Bonded to Mahtaliel Sedai

I think T'A'R properties were further developed later in the series

It may simply come down to the fact that Moghedien uses T'A'R for different purposes

But, if you look at the scene, Mesaana didn't really do anything.
