There's probably a little more to it than just showing up.

So first of all, I was wrong about the "women who can channel" thing being linked directly to Perrin.
But as for the first one, I think it's generally accepted that Dumai's Wells is one of the two times Perrin needed to be with Rand. In that case, Perrin very obviously did something- he led the army that reclaimed Rand.
I think it's much more likely that the second time will be the big meeting, like you said, instead of Perrin just standing on a dream cliff going "Oh, look, Rand's not crazy anymore"
