This theory has been brought up before. It is possible I guess, and Rand's new abilities do lend the idea a certain plausibility.

However I suspect that the OP is the creators power to counter the Dark Ones TP. It does seem a bit unfair though that Moridin who is the dark champion can use both OP and TP, but Rand can only use OP. On the other hand it might be because the Creator simply decides to give his power freely to all who can use it, but the Dark One is a paranoid bastard who keeps his power closely guarded.

It is true however that Rand has new powers. It might just be ta'veren, but I wonder if maybe Rand has gained some way to use the OP in some new way. We know for example that he used OP against the trollocs, since Naeff saw the weaves, however maybe it possible to draw more/do more with the OP, if you are in an especially positive state of mind. The Aiel who abhorred violence came together with OP channeling to create food in the AoL for example. That shows some similarity with what Rand is doing.

Maybe its something like that. Ordinary OP is a neutral power that the creator gave to all. TP is a dark power reserved to the Dark Ones champion and servants, but light-OP is a way of wielding the creators One Power in a unique way that is different from ordinary channeling and can only be done by someone who has reached the level of peace and enlightenment that Rand now has.
