I am re-listening to the entire series and was wondering if there has been a chart/list of all the people described in the social with theories of who they are?

A tinker is mentioned, could it be Aram?

No, Aram wasn't a Darkfriend. He tried to kill Perrin because Masema convinced him Perrin was Shadowspawn....

On to the list:

an Illianer noblewoman wearing a low cut scarlet dress and golden slippers,

She's never been identified, but Rand's meeting and its aftermath will be good scenes to look for an Illianer noblewoman who has vanished... that is, if the woman is on the Council etc. If she's a minor noble we'll likely never learn her identity.... That one is boring, as IRRC we don't even know an important Illianer lady. She might be the wife of a Lord we know, Gregorin for example.

From now on, unless Moridin doesn't want to lose all his infiltrated assets the same way he's lost a huge chunk of the BA, he's better follow Rand's cue and order his DF to back off and leave the surroundings of Rand and the leaders of the Light. DF will now be more useful outside the leading circles, to fool or betray the general folk, fight in cities, mislead people and so on. The "general staff" of the Light won't be easy to infiltrate anymore.

a figure in a gray cloak and hood,
Random, obviously.

a Domani woman with a swan neck and very long black hair wearing a golden bracelet identifying her House. She is Domani High Blood.

We haven't met any female Domani High Blood beside random pets of Graendal, who are usually not DF. This woman is probably "a hook" sort of character, to be fleshed out, named and used or not according to RJ's needs later in the series. It seems he had no use for her, or Brandon didn't have one.

a right handed Shienaran soldier wearing a sky blue coat

Identified as Lord Ingtar.

people from Kandor, Cairhien, Saldaea and Ghealdan,

Never identified, and likely all random. Perhaps some are characters we know (Kadere, Bashere's cousin and so on), but more likely Jordan never even identified them even in his notes.

a Tinker wearing green pants and a yellow coat

Never identified. Fairly unlikely to be anyone we've met, and IMO, to ever show up. Raen and co. were probably established for another purpose, namely RJ wished to have Tinkers we know for the resolution of the Tinkers storyline when he gets to the finale, rather than using new random players. If Perrin meets them, he'll probably want to make amend to his family for Aram, acknowledge he was wrong and they were right. It would cheapen this, and remove all the emotional content if Raen was a random DF.

a Tairen High Lord with silver worked boots,

This is Weiramon, as we now know there was just a male DF among the High Lords.

an Andoran Queen's Guard with golden lion-head spurs,

Never identified, but long believed to be Daved Hanlon, who was a Queen's Guard office at some point, who joined the White Lions.

a Sea Folk man, very slender, with a six-pointed star tattoo on his right hand

Never identified, and we know fairly few male Sea Folk. Another character who is probably just a hook RJ never found a use for.

two Aes Sedai.

Liandrin has been identified formally as one of those two.

There are a lot of small clues that the other one was Verin (from the scrap of manuscript hinting that Ba'alzamon was Ishamael she's studied for decades, to the fact someone tipped Rand about a DF among the HL but didn't have a name, etc.). She was also involved with Liandrin in Fal Dara. It's the two BA who ended up in the dungeon early after the attack.

And that's it.
