(I haven’t read ToM yet and have gathered this from discussions here, but I don’t think that I left out anyone; in fact I’m not sure how much were last two groups involved. If I’ve mixed something up please correct me. Also can you please tell me more of Aiel and Seafolk involvement in that meeting if they are actually participating )

Well, you should read the book first.

Rand doesn't see people as "his followers" anymore, just as humanity - and doesn't see himself as a kind of ruler anymore. He goes around in the simple clothing that the Tuatha'an gave him. He's given up all trappings of earthly power.

He's giving many signs that he wants the world leaders to rise up, finally take their responsabilities and lead the world again. He's done trying to force them to obey him, or do his biding. The White Tower was the central (if fairly weak in recent decades) politcal power before Rand, and it's fairly obvious Rand hopes Egwene will reprise this role now. Elayne is also assembling a kind of Covenant on her side.

Rand and the resources he has have better things to do than herding armies and leaders at the moment, and beside, Rand is more and more preparing his followers to understand the fact the Last Battle is not his battle but theirs - everyone's , that he will not lead them to battle, only guide them, because he isn't meant to be a warrior, and he has other things to do that can be done only by him (dealing with Shai'tan, notably). Leading the world at the LB isn't one of them. They have their own choices to make, responsabilities to take, sacrifices to accept and so on - and he's done trying to hold them by the hand all the time. He's done with that since DM.

The WT has always pretended to be the unifying force holding the world against the Shadow. Rand merely expect them to rise up to the task and do it. What Siuan wanted to happen early on is finally starting to happen.
