Some said it was out of character for Rand to say that (I didn't and I agree with Rand 100%), but I also think that was some of Sanderson's own feelings.
I also think that either he doesn't like Min or like a lot of fans think she is totally useless (it is her fault Rand lost an arm imho, though I don't hate her). Also note that her character seemed extremely subdued in Ch 1. So maybe he finds her annoying and plans on keeping her out of the way for the most part.
You have to understand that RJ seemed to have only finished the prologue, so he does have a good bit of leeway with the characters, unless RJ left behind an extremely detailed outline.
