Slayer pretty easily kills the wolves in TAR and beat Perrin several times before the end. Hopper also mentioned then that Slayer is far too strong for Perrin. I would say in TSR Slayer definitely wanted to kill Perrin, even if he didn't get an explicit order. Thus, it's strange that he didn't used his abilities like he did in ToM (or also against the Wondergirls).
Slayer is an assassin and a hunter, but mostly he is a hunter. Hunters don't go into the woods wearing night vision goggles and toating heat seeking missles. Slayer perfers ambushes, and likes controlled chalanges. It isn't until Perrin grabs the dreamspike that he truly WANTS to kill him.
Also, you have to remember that Slayer is in TAR in the flesh, and that makes some undefined diferences as well.
