To me this seems to imply it is the Blacksmith that is the essential and Talented component, not just the channeler. Another 'lost Talent' re-emerging?
Or is this just in reference to Ta'veran?

I thought she was referring to the AM's Talent, not Perrin. While he couldn't duplicate what he did with Perrin's hammer (I think Perrin's ta'veren influence kicked in there) he's later mentioned as making swords and spears.
