I just finished a re-read of the book. Boy was my first impression wrong. I was carried away by the wealth of plot developments, and way too often, I used what I knew would be Jordan's aim with a plot development to blank away the flaws with which these developments were presented...

That said, I did notice one thing... while Egwene doesn't suspect she is serving Rand's plan, she does seem aware that her actions are indirectly uniting the world for the Last Battle.

The true question is: has Egwene, pursuant to her Dream, asked the Browns and the Whites to come up with reasons why breaking the Seals would be crazy?

Because the one thing this re-read has convince me is that a detail skipped may not be a detail absent. For all we know, we'll see Egwene come up with a statement that she's asked X, Y and Z Aes Sedai to research the Seals in the meeting that was Sealed to the Hall, and we'd just have to accept that she never once gave this any thought for the rest of the book.
