Wow, a ruler who's trying to expand her influence and territories? Truly groundbreaking.
Why should Egwene sit in the White Tower like a lame duck? Cairhien has been a place of squabbling nobles since the beginning of the series, and probably since the Aiel War. If the White Tower can gain the city, then why shouldn't they? It's obvious that Egwene wants to use diplomatic and subtle means to get the city (despite warmongering theories that have zero evidence to back them up).
This isn't even a new idea, though obviously because Egwene is involved from some distance its caused hysteria. Almost as soon as Moiraine was raised to the shawl they were pimping her to take over Cairhien using her blood line, and they definitely did the same with Elayne, and openly said so. Siuan, Elaida and Morgase wanted Elayne to be the first open Aes Sedai on the throne of Andor, and obviously Elayne answers to the Amyrlin above all people. So Andor is pretty much the White Tower's. Considering Cairhien is a city waiting to be taken, how negligent would Egwene be not to look in its direction?
i am not the world's biggest egwene fan, but i very much understand her role in the story. arthur hawkwing was a real shit, but he crafted a huge empire and turned randland into a v safe place. and he was revered, despite being a prick. people in positions of power tend to be royal a-holes (in our world), but we accept that because deep down we understand that they have to be. and they have to be concerned about maintaining their own power since if they don't maintain it, who will maintain it for them? of course they are strong-willed and arrogant, you don't achieve power and success without drive, and you don't have drive unless you think you can do it. and you need at least some measure of pride, arrogance or over-weening ego to motivate you. egwene may have been thrust into a position of power, but she had all of the tools needed to be in control. whether or not you think she is a good leader is irrelevant. at this point, randland needs a strong leader and she definitely is that. and derr, she grew up with rand, so guess what, the pattern wanted her where she is.

Not if it allows the Seanchan freedom to conquer Randland. I'd rather have Egwene over the slavers.

She's a short, female, youngest child of influential parents. Arrogance would come naturally to her.
