When I read that thought from Elayne, I had to stop and read it again. That statement does not bode well for the world. What happened to the girl who thought that, despite her being Aes Sedai, she would do what was right for her country no matter what Egwene wanted? Now, out of the blue, she's thinking in terms of delivering nations to Egwene as though Egwene is the Empress of the Westlands?
I have always believed Egwene to be a power mongering tyrant in the making, and she is well on her way to becoming just that. What I did not suspect is that Elayne might play Darth Vader to Egwene's Palpatine. Elayne truly frightened me in this book because she has the potential to become a tyrant as well...a tyrant that serves under another tyrant. That she sees things in terms of taking over nations because Egwene wants them does not cast her in a good light.
She also got control over the Kin by getting them to remain in Andor, which gives her channelers unbound by oaths that she can use in war. She now has cannons, thanks to Mat delivering them to her on a silver platter. She has weapons that no other country has and could conquer any nation she pleases. She has the backing of the White Tower to do it - if Egwene decides she "wants" a nation that is led by someone who won't bow to her, she could turn a blind eye while Elayne goes in and takes over. The potential for empire building - in the name of the WT - is all too glaring at this point, especially given Egwene's desire to control the entire world since that's what she thinks Aes Sedai should do. Whomever she can't manipulate under her personal control can be conquered by the nation of Andor, who just happens to be led by a queen who is sworn to obey Egwene. I've always thought Elayne should die, for varying reasons...now I'm even firmer about that position, but this time it's to keep the world from being forced into an Egwene-run WT tyranny.
Um, I think you are stretching it a bit there, by going into WT based empire building.
Everyone is going to get what they deserve. Hope that thought gives some comfort.
Isn't everyone in WoT re-born?

Not if it allows the Seanchan freedom to conquer Randland. I'd rather have Egwene over the slavers.
