I think Caemlyn being attacked is a very dire situation.
1. It is a major city with tens of thousands of innocents likely to be killed or worse in the event of a sack.
Is Verin caring about that? How many innocent people did Verin torture and murder in order to keep her cover? She is clearly all about the ends justifying the means. The loss of even a major city like Caemlyn would be small potatoes beside the destruction of the Black Ajah, and basically saving the world.
2. A bunch of important people, both to Rand and the light side as a whole, are residing in Caemlyn and under threat.
All of whom have access to gateways if needed.
3. Having a sizable army of shadowspawn running around the middle of the continent is a huge military blow, requiring a sizable army to be pulled from the borderlands to take care of them, further thinning the lines. Especially with an open waygate and easy opportunity for trolloc reinforcement.
Its not good, but even if the Caemlyn waygate was destroyed, there are other waygates. The destruction of the waygate doesn't destroy the army, so they would still be running around in the middle of the continent.
Should we assume Verin thought the army, if Mat didn't open the letter, would be a relatively minor annoyance an able to be taken care of without too much loss?
I don't know. Maybe she didn't know how big the shadowspawn army would be. Certainly she didn't know that Elayne would be taking almost all of the Queen's guard away from the city, and sending half the Band to Cairhein. So maybe she thought the Shadowspawn threat could have been dealt with even if the letter had not been opened, and it just would have been a nice bonus if they open it and make things a little harder for the shadowspawn. Who knows.
