It sounds so cheap and ridiculous to say I had a theory that touched on this...

But for part of this, I have an answer... Upfront, let me say I haven't read ToM yet, so I'm glad for the micro-spoiler. And I love your idea here, very nifty. 50/50 that Moridin would actually do it, though, because his appearance was a ways after Herid Fel's death...
Perhaps there are 23 real "solar systems" in Randland's universe. I posted something a while back, and it wasn't debunked because no one cared. It was long as hell, so I blame no one.
Since we've had some proof that there are other worlds, I speculated that the great scope of the Wheel might be envisioned as a black field full of worlds. I talked overlong about mega-systems and micro-systems and junk like that.
One of many theories I stupidly toyed with was that the Souls of people may move from World to World. We know that people are reborn, but why does it have to be on the same physical planet? Moreover, I looked at the experience Rand had when the Portal Stones went ape-#$$@. I loved the idea of the DO chasing humanity from planet to planet, trying to use them to destroy the great scheme of things. So my guess here is 23 solar systems...
As to the Seals, I love your idea that Herid Fel's influential collection might be a plant. Especially those of a Forsaken philosopher... Maybe what Rand is supposed to do next is build ONTO the Seals instead of breaking them. I like that idea a lot, in some ways.
Men went mad because they were "touching" the DO. Perhaps the Seals themselves will now act like a buffer. They will stop the DO from making a "counter-stroke" against the channelers who try to Seal him up proper this time.
In any case, it would make lots of sense that Moridin would want the Seals broken. And that he might have a philosopher close to Rand executed. And that he could try to plant false influence through a dead man's belongings.
