The ageless look takes a few years to set in. Perhaps the criminal was bound with a sentence e.g. 10 years. If they showed an improvement the Oath was revoked. If not, it would be allowed to stay and set in permanently, change the person's face, and mark them to the general public as a person beyond rehabilitation. Considering honour was such a huge part of their world, dishonour would be the logical worst punishment.
