1. He can escape any confinement.
-Yes, that's a useful secondary ability conferred by his T'A'R ability. He needs to be conscious to use it, though, and if he went against a fully alert trained channeler, he would be ashes before he could make the transition.
2. He can get healed either the traditional way from an arrow to the chest or he can go to a Forsaken or other Black ajah for Healing.
-We actually never see anyone aside from other Chosen get Healed by another Forsaken or a Black Ajah member. And among the Chosen, they all privately consider every alternative before going to one another or Semirhage. For all intents and purposes, most darkfriends are on their own.
3. He might command Dark Hounds.
-We don't know this. If he did, it would have been easy to send a mass of them into the Two Rivers, since they are so tough and would have likely overrun the defenders during the Battle while he himself retreated. If he really wanted Perrin dead, as he indicated, than he would have. Unfortunately, it doesn't look like he commands anything, because we never see him give orders to any Shadowspawn and it's possible that he simply has a similar mark to what Alviarin has - a sign indicating he is the Dark One's servant.
4. He is the highest ranking Dark Friend outside of the Forsaken we know of.
-We don't know if he even has rank among the Darkfriends. Being made a tool of the Dark One is different from having power in the DF organization. A Fade, for example, is much more the Dark One's tool than Jaichim Carridin, yet Carridin is higher ranked. Slayer seems to be more on the level of a Greyman than he is as an officer in this evil group. Alviarin would actually seem to outrank him - she is trusted to obey many different commands, whereas all Slayer does is clean up work.
5. He can look like 2 completely different people at will
-So can any channeler with the skills or talent for it. For that matter, so could Thom before his injury. And disguises are known even in Randland. In many ways, this is a weakness - as soon as both of his identities are marked, he can't operate, because he only has those two.
6. He can enter TAR in the flesh
-Yes, that's his primary ability.
7. He is a trained asassin.
-So's Lady Shiane. And assassins, due to their method of training and activity, are often less dangerous than a fully armed warrior though more dangerous than an unarmed civilian. At the end of the day, he is simply both a well-trained nobleman and Aiel warrior, but the tools of his trade are very limiting.
8. He can easily kill Aes Sedai as we have seen him do in the past.
-No, he can't. The only reason he was able to kill the Aes Sedai he was sent to punish was because they were Shielded. Just like any normal person, he is much weaker than any Aes Sedai or trained channeler by many orders of magnitude. So unless you want to give him points for being able to kill bound and helpless prisoners, he comes off looking more like a hired hand paid to get rid of nuisances than a supremely deadly assassin.
Luckily for Perrin, Slayer seems less dangerous compared to Masema or the Shaido. The fact that he was sent against the least formidable of the five Two Rivers people, and was sent running with a slap on his rump shows that while he is above cannon fodder, he is nowhere being the most lethal tool in the Shadow's arsenal. It seems to me that a Myrdraal (they have many abilities that correspond to Slayers' or Gholam are more lethal.

This Cannon Fodder sure has alot of abilities and training. Lets not forget that antagonizing Perrin usually been a horrible idea for anyone who has tried to get the better of Perrin. Those who do usually end up dead at the end of Perrin's axe or a TR arrow. He is viscious with his enemies and yet Slayer survived his earlier encounter with Perrin.
