On one side there has been the DO and his followers who want and actively try to destroy the world. On the other side there is the Dragon/Dragon Reborn and his allies who have saved the world in the past and are the only hope for any kind of survival in the future. Even if the survival of creation comes at the price of a great deal of destruction, people would have to believe that it would be better than the alternative. Being fearful in generally would make sense, but with that fear there would have to also be hope; that is if the people truly believed in the histories and the prophesies.
All good things come to those who wait.
