They are on the offensive is the point. Even if Rand says not to attack them to Egwene

What have the Seanchan done to actually attack Rand? Sure they hit the White Tower, but IIRC, they haven't hit any of his positions. Honestly they can't afford to fight the Seanchan their army is too big, the battle would be too costly and Nicola's Foretelling indicates that the Seanchan will still be a threat after TG. Rand is pretty much the only one who might be able to convince her that they're actually needed for the moment.
it's a rather pointless order since Tuon isn't going to stop her aggression unless Rand can somehow convince her he's not the dark creature she met in TGS. He may tell Egwene that he needs to pursue Peace with the Seanchan and fir her to stay aside until he can do that, but he's better off going to Tuon first since if he can't convince her to stop he'll need all the help he can get to stop her before TG.
The prophecies claim they will work together in some fashion, he will "bind the nine moons to him", or if you take the Seanchan versions he will serve the Empress. Either way it seems obvious that Tuon will come around at some point. As will Egwene. Perhaps this will be a topic they discuss and of course she will be upset by it... They did just attack her people and carry off slaves... She'll want them back and she'll need to warn Rand that they now have traveling.
Domani Drag Queen in the White Tower ... Aran'gar watch out!
I think I know what they're going to talk about...

Pretty much - Egwene always wants to pin the blame on someone else; she won't appreciate correction

Do you really think he'll tell her to back off the Seanchan?

She'd be pissed just like everyone else in the series.

She has no reason to be pissed about being asked to follow Rand - but that won't stop her of course.

So you would be fine if the leader of your country simply decided one day to follow someone else in

Maybe because they leash female channelers and practice chattel slavery?

Yeah, a 50 year threat of nuclear war is so much better than an army that couldn't cross the Channel

Yes, but Tuon is now the aggressor

Calling her the agressor does not increase the threat. The situation is unchanged

you know all those prophecies that say he will "bind the 9 moons to him"?

We'll all find out soon enough about the truth of the prophecies. I admit that any of these options
