They, like Rand, are born with the spark and will channel whether they want to or not. Tuon, on the other hand, was NOT born with the spark and merely has the ability to learn if she wishes. She chooses not to indulge that aspect of her nature. She has not actually spoken of collaring other sul'dam, so she is not a hypocrite.
