I think it's safe to say we've seen the DO make a few mistakes (the biggest of which will probably prove to be creating Padan Fain. )
There was no way for the DO to foresee Fain being "corrupted" () by Shadar Logoth.
Law of Unintended Consequences. There was no way to foresee it, no, but had the DO not done what he did it wouldn't have been possible, and in the end it looks like it may prove the Shadow's undoing.
The Law is dumb. Sure it's applicable, but it doesn't make every action a mistake just because some unforeseen difficulty arises.
The chance of Fain coming in contact with Mordeth was laughably small. It was about the same probability that an Aes Sedai would show up just in time to save them and thwart their plans. It would have been a mistake not to create a Hound of the Shadow. Without Fain, Moiraine would have arrived at the Two Rivers, and left with the boys unopposed, making it that much harder to track them down.
I guess I just have a different definition for "mistake". The DO might regret it, but hindsight is 20/20. At the time, it was the best course of action.
Bad cost benefit analysis, IMHO. The risk of Padeth may have been small, but it was real, and probably catastrophic for the DO in the end. Conversely, the risk of Mo getting to Rand before the DO was much higher, but it's not game, set and match if that happens; he's still got very good chances of eventual victory. So it surely seemed like a good idea at the time, and probably still does. I just don't think it will turn out to be in the end.
